As with all EU legislation, you need to read the DMA’s articles alongside the recitals which often provide useful context. And as with all EU legislation, that can lead to a lot of scrolling up and down when you’re trying to understand what’s going on.
So, attached, a PDF of the text of the draft DMA, with the recitals interleaved with the relevant articles. I’ve also included most of the references to other EU laws (particularly relevant to the definitions of services). Obviously this requires a degree of interpretation as to which recital(s) relate to which article(s), so feel free to send me any comments / corrections.
Kevin,
Most useful, and thanks for doing this and making it available.
I trust that you are well. I also enjoyed your Conan Doyle item.
Best regards
Nicholas
Kevin, you did a great job, thank you a lot for all the efforts.
Some remarks / suggestion for the amendment of the consolidated text just to show that I did my best to follow the thread.
Chapter 1:
– point (3)(a) of Article 1 of the DMA, page 7:
the external reference to point (1) of Article 2 of Directive (EU) 2018/1972 [i.e. definition of electronic communication networks] is missing
– point (14) of Article 3 of the DMA, page 14:
the external reference to point (3) of Article 4 of Directive (EU) 2015/2366 [i.e. definition of payment services which refers further to Annex 1 of the Directive (EU) 2015/2366] is missing
– pont (17) of Article 3 of the DMA, page 14:
a new paragraph is necessary.

Many thanks for the suggestions. These have now been incorporated into the document, along with some other references. Please let me know if you spot anything else!
Kind regards
